Description

This training course focuses on the use of the toolkit for universal access and service implementation. This practical guide offers analytical tools, examples, and templates to assist policy-makers, regulators, and fund administrators in designing, implementing, and financing digital technology and communication infrastructure programs.

The training is for Universal Service and Access Agency of South Africa (USAASA) staff. 

Qualifications or experience needed to participate in this training course:

  • Participants should be employees of USAASA or employees of the Policymaker or Regulator
  • A working knowledge of English is a prerequisite for participating in this training course.

 

Number of available places for the cohort: 30

The main objective of this course is for participants to better understand and apply the analytical tools, examples and templates provided in the toolkit to navigate common questions and challenges faced when using public funds to design, implement and finance programmes and projects that facilitate access to digital technologies and communication infrastructure.

The participants will explore the financing tools available as part of the toolkit and, at the end of the training courses, will be able to:

  • Assess the impact of digital and UAS strategies, and the performance of the Universal Access and Service Fund.
  • Design a roadmap to develop projects with monitoring and evaluation
  • Use tools to support project selection and implementation
  • Apply these tools to finance, design and assess school connectivity
  • Identify good practices

This training will be delivered in two days, all participants are required to complete the training:

  • Day 1: Digital UAS Foundations, The Financing Toolbox (financing tools and approaches), Funding UAS (from strategy to impact)
  • Day 2: Fund 2.0, Grant management, Procurement, Partnerships, Discussion and conclusion

This training will be conducted in English. Participants must review PowerPoint slides and selected reference materials to revise and study. Participants will reinforce their understanding of the topics explored by drawing on their specific environments and are encouraged to consult with experienced colleagues working on relevant topics.

The following methods will be used for this course:

  • Self-study of PPTs and reference materials
  • Instructor led presentations and interactive exercises
  • Interactive chat - breakout discussions and hands on exercises
  • Final quiz at the end of the core sessions.

Activity & weighting: 

  • Participation in face-to-face sessions: 20%
  • Interactive exercises / Breakout sessions Day 1 (active contributions): 20%
  • Interactive exercises / Breakout sessions Day 2 (active contributions): 20%
  • Final assessment quiz: 40%

A total score of 70% or higher is required to obtain the ITU certificate.
