Description

Data is crucial in policymaking, public service delivery, and development, informing decisions regarding program design, resource allocation, and the evaluation of interventions. Data can also promote transparency, accountability, and public trust if managed appropriately. 

This course introduces the importance of data in public sector organizations, the concept and key elements of data governance, and how good data governance can drive inclusive deployment of artificial intelligence (AI) systems and digital public infrastructure (DPI). It aims to correct common misconceptions about data, highlight the benefits of a data-driven culture in organizations, and provide insights into what effective data governance looks like. The course will allow public sector professionals to understand the data governance process in public organizations and how they can contribute to implementing data governance strategies to achieve impactful outcomes. 

This course is designed for policymakers, government officials and other public sector professionals with a non-existent or basic understanding of data governance. This may also include technical experts from various domains such as data management specialists, data analysts, IT specialists, and data sharing experts, as well as professionals in non-technical roles such as finance, HR, legal, and procurement, who work with data either as producers or users in their respective capacities.   It is suitable for those eager to broaden their perspectives on the complexities and opportunities of data governance and to understand their role in facilitating effective data governance in their everyday work. 

No prior knowledge or qualifications in data governance are required for this course.  However, it is best suited for policymakers, government officials, or other public sector professionals currently serving in roles that involve generating, handling or analyzing data.   

Upon completion of this course, participants will be able to: 

  • Describe the basics of data, its various types, and its key role in enabling an effective government.
  • Illustrate how data enables effective public service delivery, supports evidence-based decision-making, and promotes transparency and accountability. 
  • Explain the importance of data governance, its key components, and the main stakeholders involved. 
  • Consider collaboration opportunities with stakeholders across sectors and countries to facilitate data exchange and governance 
  • Grasp the role of data and data governance in powering the inclusive deployment of artificial intelligence systems and digital public infrastructure

This course will be delivered online and self-paced. Course modules will include: 

  • Materials are uploaded to an interactive platform.
  • A mix of multimedia to maximize engagement.
  • Real-life examples under each module, drawn from countries in different contexts.
  • Guiding questions for participants to reflect on their specific work environments.

Participants’ performance in this course will be determined by the completion of end-of-module quizzes and a final assessment:

  • Each module will end with a self-assessment quiz which includes 3 questions. Participants must complete it before moving on to the next module. 
  • Final assessment will be assessed by % of correct answers from a set of 25 multiple-choice questions worth 4 points per question.

Completion of all modules and a score higher than 80% for the final assessment is required to obtain the ITU badge.

Unless specified otherwise, all ITU Academy training courses are open to all interested professionals, irrespective of their race, ethnicity, age, gender, religion, economic status and other diverse backgrounds.
