Description
The past two years have shown that digital transformation is no longer optional. It is a central tool for public service delivery, citizen engagement, and catalysing new industries and opportunities. Digital is a key enabler for development in Small Island Developing States, with a crucial role in building their resilience and economic recovery. This self-paced course was developed as part of the UNDP SIDS offer Rising up for SIDS, as a collaboration of UNDP, UNCDF and ITU and provides an introduction for civil servants and other stakeholders to assist them in shaping an inclusive, whole-of-government approach to digital transformation in SIDS. The course is framed around the UNDP Digital Transformation Framework and its five pillars: government, infrastructure, regulation, business, and people. The course offers data and case studies on digital transformation in SIDS and features analytical tools from UNDP and UNCDF and extensive links to additional resources.
The target audiences of this course are civil servants and non-governmental participants involved in shaping digital economies in SIDS. It is intended to be introductory, requiring very limited or basic prior knowledge of ICTs or the digital sector
No prior knowledge or qualifications are required, however it is recommended for participants to be working in an active role in digital policy, regulation, or similar in the government or private sector as a civil servant or consultant. Students in digital policy related courses could also find the course useful.
The course will provide policymakers and decision makers with the knowledge to understand and identify key priority areas, gaps, and opportunities for digital transformation across sectors.
Upon completion of this course, participants will be able to:
- Define key concepts associated with digital transformation and its pillars, related to ICT infrastructure, digital government, innovation and digital skills, etc
- Understand opportunities and challenges for building inclusive digital transformation pathways, with particular emphasis on SIDS
- Be aware of available tools and knowledge resources to support the implementation their digital transformation plan
- Plan for the stages of the development of a digital transformation strategy
This course is self-paced and it is delivered using power-point slideshows narrated by instructors and selected reference materials that the participants have to study each week and undertake self-assessments.
Evaluation of this course will be determined using 4 self-assessment quizzes. Each self- assessments quiz have 20-30 questions and quizzes may be attempted up to 4 times each.
Quizzes will account for 100% for the course completion.
