Description
The implementation of the UN cyber norms requires adjusting or establishing policies, procedures, regulations or capabilities or ado pting other measures which support state and national adherence to the projected conditions of the recommendations for norms. By improving national cybersecurity, countries will be better able and willing to work with other countries to improve cybersecurity regional and globally. This course will explore how more effective norms development and Confidence-Building Measures (CBMs) implementation can be achieved by carefully assessing the pros and cons of various venues and formats as well as taking advantage of existing synergies between UN initiatives and regional CBM and capacity-building initiatives.

- Cybersecurity practitioners
- Familiarity with the functions of CSIRTs, basic knowledge in formulating national cybersecurity strategies and policies.
- Knowledge in UN processes such as the GGE and OEWG on international security would be an advantage.
The main objective of this training course is to allow participants to acquire essential knowledge to implement the UN technical norms and CBMs. The focus will be specially on technical norms and CBMs which apply to CERTS/CSIRTs or any other national team entrusted with the responsibility of protecting their cyberspace.
Upon completion of this course, participants will be able to:
- Explain the role of CSIRTs in the implementation of the UN Norms and CBMs;
- Outline methods of gathering specific information required to devise national cybersecurity strategies, enhance incident response capabilities, strengthen their legal framework, foster information sharing and promote capacity building;
- Describe ways and means to engage in international partnerships and initiatives to promote cybersecurity cooperation;
- Summarize the importance and intricacies of CBMs and their implementation at national, regional and international levels;
- Recognize how to establish a monitoring and evaluation framework to assess the progress of their UN norms and CBMs implementation efforts.
The training will be carried out online through the ITU Academy Platform. Training materials will be made available to participants a week prior to the session. There will be weekly 2h sessions conducted by the instructor to discuss the provided resources and exercise.
An exam consisting of 25 - 30 multiple choice questions which will carry the weightage.

A total score higher than 70% is required to obtain the ITU certificate. Please note that full attendance throughout the training is mandatory for certification.
