The course is intended for policymakers and government officials interested in public sector digitalization, transformation, and e-governance.  

The maximum number of participants is limited to 30 persons.

Members of the above-mentioned target population are invited to apply for the training if they meet the following criteria:

• Hold an undergraduate degree in a relevant field or have a minimum of three years of experience in e-government and/or digital transformation-related fields if they do not hold a university degree.

• Possess a fluent level of English.

• Complete the application questionnaire and attach an up-to-date CV, a recommendation letter from their employer, or a motivation letter.

• Government officials and policymakers from developing countries, particularly women, are encouraged to apply.

• Selection will be conducted by the course organizers, who will consider the above entry requirements along with an analysis of the application questionnaire and the recommendation/motivation letter of each applicant.

At the end of the training, participants will be able to:

• Explain how the public sector implements different e-governance-related systems/solutions and applies digital service orientation;
• Identify the main building blocks for identity management in the digital world; 
• Describe how security and legal frameworks relate to e-governance; 
• Determine what should be considered while designing environments for the public services; 
• Identify the main concepts of interoperability and digital data exchange; 
• Create e-governance-supported solutions in the public and private sectors.

The course will primarily consist of on-site, lecture-led presentations, case studies, class discussions, and reflection throughout the course sessions. The training will involve direct interactions with e-governance professionals in Estonia and around the world. Additionally, participants will engage in hands-on tasks and on-site activities structured around the course topics, providing practical insights and real-world applications. The on-site training course will have an outcome of a prototype related to e-governance domain, which the participants will come out with in groups as part of the training course. This will be assessed based on the final presentation and pitch. The participants will have to go through initial materials via the ITU Academy platform (self-study) before the training to have a general understanding about the e-governance domain. 

Participants will be assessed based on the completion of the online course modules and their attendance and active participation in the on-site lectures and activities.

Attendance and active participation: 70%
A total score of 70% or higher is required to obtain the ITU certificate. Attendance of all classes is mandatory for certification. Knowledge assessment is done based on the final group project, where the participants will pitch their innovative idea in the e-governance domain. Active participation will be also evaluated based on the execution and contribution to the group project.

Day 2 (5 November 2024)

• Topics covered:
  • Site visits to Estonian companies/public institutions
• Key learning points:
  • Explore the e-governance ecosystem in Estonia.
  • Examine key characteristics through interactive presentations and lectures at the chosen companies.

Day 3 (6 November 2024)

• Topics covered:
  • “Cybersecurity in Secure Service Provision”
• Key learning points:
  • Analyze the Estonian secure data exchange use-cases.
  • Reflect on the state of global digital governance in their own context.

Day 4 (7 November 2024)

• Topics covered:
  • “AI Use in the Public Sector: Challenges and Opportunities”
• Key learning points:
  • Outline and describe the challenges and opportunities AI presents for the public sector.

Day 5 (8 November 2024)

• Topics covered:
  • Final pitching
• Key learning points:
  • Explain their proposed prototype in the e-governance domain based on an example of their own country/service/etc.
