This 5-day training course equips policymakers, regulators, civil society leaders, and professionals with the essential knowledge and practical tools to navigate the field of AI governance.
The training will begin with online preparatory work, providing an introduction to key AI concepts, emerging risks, legal frameworks, and ethical governance models. It includes interactive quizzes, case studies, and live Q&A sessions
The in-person component of the training is built around real-world simulations, design thinking labs, and collaborative scenario analysis. Participants will explore the full lifecycle of AI systems-mapping risks, identifying oversight gaps, and co-designing regulatory interventions. By the end of the course, participants will have developed a five-year AI governance action plan to be implemented by their countries or institutions. The plan will be tailored to their local context in line with international best practices and rights-based safeguards.
With generous support from the Global Gateway initiative of the European Union, participation in this inaugural delivery of the programme is offered free of charge for selected applicants. This includes accommodation, meals, and other planned learning activities during the training. Participants or their organizations are responsible for covering their travel expenses and visa application costs for Geneva, Switzerland, if applicable.
This course is designed for government officials, policymakers, and experts who are directly involved in crafting, implementing, or influencing national governance frameworks for AI. It is particularly relevant for:
- Government officials
- Policymakers and legal professionals
- Private sector executives and managers
- Academia and civil society representatives
- International and regional development professionals
The course is tailored to individuals seeking to enhance their expertise in AI governance, understand its complexities, and develop strategies that balance innovation with ethical and practical considerations.
Members of the above-mentioned target population are invited to apply for the training if they meet the following criteria:
- Hold an undergraduate degree in a relevant field like public administration, public policy, social sciences, engineering or have a minimum of two years of experience working in or with the public sector on technology policy or public services design, including artificial intelligence.
- Possess a fluent level of English.
- Complete the application questionnaire available on the ITU Academy.
Government officials and policymakers from developing countries, particularly women, are encouraged to apply. Selection will be conducted by the course organizers, who will consider the above entry requirements along with an analysis of the application questionnaire of each applicant.
The number of participants in this training programme is limited to 30.
By the end of this course, participants will be able to:

This course combines online foundational learning with experiential, practice-oriented training to equip participants with the knowledge and tools to govern AI responsibly in their own contexts. The methodology integrates design thinking, collaborative simulations, and peer-to-peer learning to promote critical reflection, problem-solving, and real-world application.
