The International Telecommunication Union (ITU) and the Association of Communications and Telecommunications Regulators of the Community of Portuguese Speaking Countries (ARCTEL) signed a cooperation agreement to implement joint activities focusing on capacity building and education. The agreement was concluded at the 8th Communications Forum of the Community of Portuguese Speaking Countries (CPLP), held in Guinea Bissau on 15-16 February 2017, at which most of the countries that will benefit  from the Agreement were in attendance.

Following the launch of the online programme in Communications Management between ITU and UKTA, a flexible program and delivery schedule has been designed in partnership with The University of Rwanda (an ITU centre of excellence).

New communities have been created in the ITU Academy for the Steering Committees of the Centers of Excellence (CoEs) in each region. This feature has been introduced as part of the action items from the Second Steering Committee meetings held between November 2015 and January 2016.

Three manuals have been developed to guide users of the ITU Academy Platform, to help them understand the platform and its functionalities, their access rights, as well as their roles and responsibilities.

The International Telecommunication Union (ITU), in partnership with the United Kingdom Telecommunications Academy (UKTA) and the University of Rwanda, formally launched the online Master of Communication Management (eMCM) in April 2016. The International Telecommunication Union (ITU), in partnership with the International Telecommunications Satellite Organization (ITSO) are organizing a face-to-face training on VSAT and Satellite Systems: Broadband over Satellite for Arab countries to be held in Muscat, Sultanate of Oman, from 13 to 17 March 2016. The training will be hosted by the Telecommunications Regulatory Authority of Sultanate of Oman.

This face-to-face workshop is to be held from 2 to 6 November 2015 in the "Technology Center" at Rohde & Schwarz (R&S) Headquarters, Munich, Germany. The workshop is being conducted within the framework of a capacity-building partnership entered into between ITU and Rohde & Schwarz GmbH & Co.

The regional workshop on the role of Human Resources in the migration to Digital Terrestrial Television Broadcasting (DTTB) and the development of the digital Economy was officially opened on the 14th September 2015, by Mr. Bile Diemeleou, representing the Minister of Posts and Information Technology and Director General, Autorité de Régulation des Télécommunications de la Côte d’Ivoire (ARTICI).

E-learning course main objectives are to introduce the structures, management, coordination mechanisms and operating procedures of ITU-T study groups as defined in Recommendation ITU-T A.1. Recommendation ITU-T A.1 describes general work methods for ITU-T study groups. It provides guidelines related to work methods, such as the conduct of meetings, preparation of studies, management of study groups, the role of Rapporteurs and the processing of ITU-T contributions and temporary documents.

The Annual Regional Workshop on Human Capacity Development for African Countries is organised by the ITU as part of the mandate of the BDT to strengthen human and institutional capacities among Member States. The theme for this regional workshop is the result of consultations with members, in view of the June 17th, 2015 deadline for the migration from analogue to digital broadcasting.
