Description

This self-paced training course offers a comprehensive introduction to GovStack and its Building Blocks, designed for professionals engaged in advancing digital government services and digital public infrastructure (DPI). The course focuses on the principles of modular, interoperable, and citizen-centric service design, highlighting the role of GovStack in enabling governments to deliver secure, efficient, and user-focused digital services. 

Through 4 structured units, participants will explore key concepts, tools, and real-world applications of GovStack. The course begins with an overview of GovStack’s mission, vision, and advisory framework, then introduces its approach to digital government transformation and the use of reusable Building Blocks. Learners will also gain insights into GovStack’s whole-of-government approach and digital public infrastructure (DPI), as well as examine the specifications, testing frameworks, and tools offered by GovStack. 

The training places particular emphasis on practical case studies, showcasing how exemplar digital government services have been successfully built using GovStack Building Blocks across different countries and regions. Participants will learn how GovStack enables governments to adopt scalable, interoperable, and sustainable digital solutions. 

By completing this course, participants will develop essential knowledge and skills to design, implement, and manage government services powered by GovStack. They will gain the ability to apply GovStack methodologies in their own contexts, supporting whole-of-government approaches, fostering digital inclusion, and contributing to the achievement of the UN Sustainable Development Goals (SDGs), particularly those related to innovation, governance, and inclusive digital transformation. 

Policymakers, decision-makers in public and private sectors, digital transformation specialists, IT professionals, innovators, entrepreneurs, researchers, academics, and industry professionals seeking to enhance interoperability, secure data exchange, and drive digital public infrastructure development. 

No prior knowledge or qualification required. This course is open to all interested digital services.

At the end of this online, self-paced training course, learners will be able to:

  • Define Identity Building Block (IDBB) and its applications
  • Understand the components, purposes, and user-centric principles of the IDBB
  • Explain data structures within IDBB

The methodology for this course is self-paced and it includes tasks in the form of knowledge checks, case studies, self-study materials, resources, and expert-led video recordings. These components engage participants in practical application, analysis of real-world examples, interactive exercises, reflective practice, and insights from industry experts.

A total score of 80% or higher is required to obtain the ITU badge.

 

Module 1: GovStack at its Core
This module introduces the mission, vision, and core principles of GovStack. Learners will understand its key role in the global digital transformation of public services. They will also identify the main challenges GovStack addresses and the reasons behind its strategies. Activities include self-study, case studies, and a quiz.

Module 2: What Does GovStack Do?
This module explains the Whole-of-Government approach used by GovStack. Learners will study how generic building blocks and the concept of Digital Public Infrastructure (DPI) are applied. The module shows how this approach helps design effective and inclusive e-government services. Activities include self-study, case studies, and a quiz.

Module 3: GovStack Offerings
Learners will explore the key GovStack components—GovSpecs, GovTest, GovLearn, and GovExchange. The module explains their functions and how they work together to support the full lifecycle of digital government solutions. Activities include self-study, case studies, and a quiz.

Module 4: Digital Government Services Built with Building Blocks
In this module, learners will identify and apply GovStack’s building blocks to develop digital government services. They will understand the benefits, processes, and country engagement models of GovStack, along with examples of its real-world use cases. Activities include self-study, case studies, and a quiz.
