This self-paced course aims to support national stakeholders in developing national Waste Electrical and Electronic Equipment (WEEE) policy and regulation. In addition to an introduction and overview, the course consists of the following four modules: 1) Waste Electrical and Electronic Equipment (WEEE), 2) Extended Producer Responsibility (EPR), 3) Financial Management, and 4) Government Stakeholder Groups and Interests.
With generous support from the Global Gateway initiative of the European Union, participation in this training programme is free of charge.
This self-paced course is aimed at Member States' and stakeholders interested in e-waste policy development. This course will touch upon the interests of different stakeholders, including local authorities, customs and finance, health and education, ICT regulation, environmental protection, trade and commerce, standards and statistics.
- Present the global challenge of managing WEEE;
- Explore the concept of extended producer responsibility regulation (EPR);
- Present different financing systems for WEEE management;
- Explore government related roles and responsibilities in WEEE management.
At the end of each module, you can put your knowledge to the test by taking a quiz. Participants will receive a badge certifying successful completion if the course was passed at 70% or higher. The badge will become available after completion of the last quiz.
Module 1: Waste Electrical and Electronic Equipment (WEEE)
Module 1 objective: To understand what constitutes WEEE. This is important as it helps with eventually having the appropriate product scope defined in WEEE policy and regulation.

Module 2: Extended Producer Responsibility (EPR)
Module 2 objective: To introduce stakeholders to the concept of Extended Producer Responsibility (EPR). To understand at the national level, how regulatory frameworks incorporate the principles of EPR, commonly by enforcing producer ‘take-back’ and consumer ‘bring-back’ obligations for WEEE.
This module will cover:
- Sustainable WEEE policy framework
- Conceptualizing EPR
- Producer Responsibility Organization
Time to allow: 15 minutes
Module 3: Financial Management
Module 3 objective: To understand the importance of establishing a workable and fair financial model to cover the cost of access to waste, the collection sites and logistics along with the physical recycling itself.
This module will cover:
- What is financial management?
- EPR self-financing
- Conceptualizing financial management for society, consumers and producers
Time to allow: 15 minutes
Module 4: Government Stakeholder Groups and Interests
Module 4 objective: To understand how different government stakeholder groups and their likely interests can contribute to the policy development process.
This module will cover:
- WEEE government stakeholder interests
- Public participation in environmental decision-making
