The ITU–UNESCO Capacity Development Programme on AI and Digital Transformation empowers governments and public institutions to lead in the age of AI. Through learning, capacity development, and global partnerships, the programme equips public institutions with the skills, knowledge, and tools needed to harness AI and digital technologies responsibly, accelerate digital transformation, and deliver better outcomes for people and communities.
Jointly led by ITU and UNESCO, the programme combines technical expertise, international standards, and global knowledge networks to strengthen public-sector talent and support countries in building inclusive, ethical, and human-centric digital societies.

Programme vision and objectives
The ITU–UNESCO joint programme envisions a world where governments have the talent, knowledge, and institutional capacity to lead inclusive, ethical, and human-centric AI and digital transformation. Through learning, partnerships, and knowledge sharing, it seeks to foster a self-sustaining ecosystem of digital leaders and trainers that accelerates sustainable development and delivers positive impact for people and communities.
To realize this vision, the programme strengthens the capacity of governments and public institutions to design, adopt, and govern AI and digital technologies. It equips public officials and institutions with the competencies needed to develop effective policies, deliver AI-enabled public services, and foster innovation while ensuring that digital transformation remains inclusive, safe, and aligned with human rights and sustainable development principles.

Target audience and focus areas
The programme is designed for public institutions and stakeholders involved in shaping, implementing, and overseeing digital transformation and AI adoption. This includes government ministries and agencies, regulatory authorities, legislatures and parliaments, judicial institutions, schools of public administration, universities and training centres, as well as relevant private-sector and non-profit organizations supporting digital development.
To strengthen their capacity, the programme delivers training across key focus areas essential for responsible and effective AI and digital transformation in the public sector. These include AI and digital transformation in government, AI governance and trustworthy AI, digital governance and public policy, data governance for AI, AI applications in justice, health, and social protection, as well as practical AI solutions and emerging digital technologies for public service delivery.

Learning offer under the programme
The programme offers flexible and diverse learning opportunities tailored to different needs and contexts, including online instructor-led courses, self-paced courses and MOOCs, face-to-face and blended learning programmes, webinars, masterclasses, summer schools, and training-of-trainers initiatives. It also promotes peer learning and knowledge exchange among participants and institutions. Delivered through the ITU Academy and a global network of partner institutions, these learning opportunities combine international expertise with practical applications and real-world experiences to support sustainable capacity development in AI and digital transformation.
