Description

This course explains the linkages of ICT with development of Digital Economy and also the need to have appropriate policy and regulatory framework for development of ICT Sector in any country. Impact of broadband & Digitization on the economy of a country will also be explained.  Issues and challenges associated with ICT Policy making will also be discussed. The participants will get deeper insights regarding the technology trends in ICT and their implication on various aspects of economy and smart society through case studies of successful implementation of Technology stacks leading to Digital transformation in different countries. There will be special emphasis on issues like data privacy, security and digital sovereignty in the context of International best practices. The participants will also be given a small project of developing ICT Policy for a hypothetical country.

The target audience for this course is Telecom engineers / professionals working in the area of ICT Policy formulation & implementation. 

Preferably a Bachelor Degree in Telecommunications/ ICT or related field with 5 years or more experience in ICT domain. 

Upon completion of this course, participants will be able to:  

  1. Outline the role of ICT & Digital economy in development of the economy of a country 
  1. Appreciate the impact of Broadband & Digitization on the economy of a country  
  1. Realize impact of Regulatory & Policy Framework on ICT sector 
  1. Examine the role of Digital economy in making Smart Societies 
  1. Compare various facets of Digital economy through examples of successful implementation of variety of ICT projects from across the globe 

The training methodology will include (i) Lectures by subject matter experts (ii) Quizzes at the end of every day (iii) Case studies of successful implementation of ICT projects leading to digital transformation of countries  (iv) Group project work & presentations 

Participants will undergo daily quizzes and a final assessment test on the last day. The quizzes will be objective, hosted on the ITU Academy Platform, with a passing threshold set at minimum  70%. The final test comprises 10 questions, with a passing mark of 70%. Out of the 10 questions 5 questions will be short answer questions of approx. 25 words and 5 questions will be long answer type of approx. 100 words each. 

End of day quizzes (4): 30% 

Active participation live sessions: 10%  

End of course final assessment (1): 30% 

Group presentations: 30% 

Total: 100% 

An overall grade of 70% is required to receive the ITU certificate of completion for this course.

Session-2 Linkages of ICT & Digital economy with economic development of a country 

Explain the contribution of ICT in development of economy of a country, Role of Digital Economy in Employment Generation & Enablement, Shaping Education, Enabling Healthcare, Smoothening Financial Transaction & Services, Contributions towards SDGs, Enabling Disaster Management 


Day 2 

 Session-3 Impact of Broadband & Digitization on economy of the country. 

  • Outline the impact of fixed & Mobile broadband at global and regional level. 

  • Analyze the ITU Econometric Model assessment. 

  • Compare Fixed Vs Mobile broadband- economic impact by level of development. 

  • Examine the digitization correlation with economic development. 

 Session-4 ICT Policy Framework and Impact of Policies on performance of ICT sector   

  • Determine the need for an ICT Policy Framework,  

  • Explain the key elements of ICT Policy Framework,  

  • Characterize the impact of Policy viz (i) National Broadband Policy (ii) Convergent Licensing (iii) Spectrum Sharing (iv) Mobile Number Portability (vi) QOS policy  


Day 3 

Session-5 Impact of Regulatory Framework on ICT sector performance

  •  Recognize the impact of Regulatory Framework on performance of ICT sector viz (i) Taxation (ii) Govt. bureaucratic process (iii) Affiliation to international bodies etc. 
  • Apply measurements of impact of Regulatory Framework in terms of (i) Capital Investment (ii) Network deployment (iii) Service Pricing (iv) Consumer demand 

  

Session-6 ICT Development Index  

Compare parameters of ITU -ICT Development Index, Measurement Of Index parameters, latest ICT Development Index release by ITU 


Day 4 

Session-7 ICT Policy Making and challenges 

  • Outline the Public Policy making Process, challenges in ICT Policy making, Implementation strategies & issues

Session-8 Case Study of World’s largest successful implementation of National Digital Identity 

  • Analyze the components of AADHAR – The national Digital Identity of India. (e.g. How AADHAR led to Financial and Social inclusion of the citizens of India?) 

  • Examples of Digital Identity Program of other countries e.g. Estonia, Oman, Canada etc. 


Day 5 

Session-9 and 10 Presentation & Evaluation of the Project work from 2 groups in 2 sessions. 

  • Apply the learning during the course.  

Final Test, Feedback & Valedictory Session 

Test paper will be shared with- participants and participants will send their answers through ITU Academy.
