Description
The course will equip delegates with basic knowledge on ITU’s structure, its Plenipotentiary Conference and its rules and procedures.
It will also cover ITU’s gender mainstreaming key documents, projects and initiatives and negotiation skills and techniques.
As of 2027, additional modules for other ITU Statutory conferences such as WRC, WTSA and WTDC will be added to the course
Target population
Primarily ITU Member States delegates taking part for the first time in the Plenipotentiary Conference.
Kindly note this course is restricted to users who meet the following criterial:
Entry requirements
Qualifications or experience needed to participate in this training course:
- Delegates have been nominated to attend PP-26 as part of a Member State Delegation; with readiness to participate actively in the Conference.
- Especially women and young delegates, including those taking on leadership positions, and interested in building a network with other women and young delegates at PP-26.

Number of available places for the cohort: Unlimited, as it is an online self-paced training.
Learning objectives
Upon completion of this course, participants will be able to:
- Describe the role of ITU’s Plenipotentiary Conference as the supreme organ of the Union, the function of the statutory and substantive committee, participation rights and key preparatory and proposal submission deadline
- Describe the PP document process and proposal drafting standards
- Develop and track proposal(s) before and during PP using the list of PP tools such as the ITU User Account, Conference Proposal Interface (CPI), and Proposal Management Web (PMW)
- Support delivering an intervention, present, defend and negotiate a proposal as well as reaching consensus and overcoming deadlocks.
- Apply techniques and tools on how to support chairing meetings and leadership positions.
- Summarize ITU’s gender-responsive initiatives,
- Examine principles of negotiation skills and techniques,
Methodology
- The self-paced training will be conducted exclusively online and in all six UN languages.
- It will be designed to be short, flexible and engaging to meet the busy schedules of delegates.
- The course will be self-paced divided into modules (micro learning segments) delivered through the ITU Academy platform.
- Including instructional videos, animations, example-based learning, problem solving scenarios will be considered towards developing this learning product
- Modules will be presented as part of a learning journey and will be available in a sequence determined by the learners
Assessment and grading
Participants will be evaluated using multiple choice quizzes at the end of each self-paced micro learning segment. Reflection exercises and case analysis should also be used to contribute to the sedimentation of knowledge and skills.
To receive a badge, participants have to successfully complete all the micro learning segments and pass at least 80% of the respective end module quizzes.

Upon completion, you will receive an ITU Academy badge recognizing that you have met the course requirements and achieved the learning outcomes

Welcome to ITU and PP-26
- Describe the purpose and significance of the ITU Plenipotentiary Conference (PP-26) within the governance of the ITU.
- Explain the key objectives, agenda, and expected outcomes of PP-26.
Participant Rights and Roles
- Identify the different categories of participants at PP-26 and their respective roles and participant rights.
Structure and Governance of the Conference
- Describe the governance structure and key leadership roles of the Plenipotentiary Conference.
- Outline the key stages and timeline of PP-26, including the major activities during each phase of the Conference.
- Recognize the digital enhancements and time management practices that support the effective conduct of PP-26
Preparing for PP-26
- Identify the key milestones, deadlines, and preparatory activities leading to PP-26.
- Understand the role of regional and inter-regional preparation meetings in supporting conference participation.
- Prepare effectively by completing the required administrative, logistical, and conference readiness activities.
Documents and Proposal Processes
- Describe the proposal submission process, including eligibility, timelines and submission requirements.
- Differentiate between various document types used during PP-26 and their purpose.
- Explain how documents are managed, accessed and progress throughout the conference.
- Be aware of the tools that support in drafting a proposal
ITU Resolutions Structure and Style
- Recognize the importance of consistency in conference outcomes.
- Apply the standard structure, numbering and language usage guidelines in ITU resolutions.
Digital Tools and Platforms
- Navigate the Conference Proposal Interface to understand the proposal submission process.
- Use the Proposal Management Web to track the progress and status of the proposal throughout the conference.
Negotiation and Consensus Building
- Explain the importance of consensus in the decision-making process at PP-26
- Recognize strategies for addressing open issues and progressing discussions when consensus is not immediately achieved
- Describe the roles of the Chair and the ITU Secretariat in facilitating consensus and managing deadlocks
ITU Gender Equality and Mainstreaming: From Commitment to Action!
- Understand why gender equality is a strategic priority for ITU and its role in achieving universal and meaningful connectivity.
- Explain ITU’s commitment to gender equality and gender mainstreaming, including its mandate, policy framework and key resolutions guiding the Union's work.
- Describe how advancing gender equality contributes to bridging the digital gender divide, digital inclusion, achieving inclusive digital transformation and empowering women in decision-making processes.
Elections
- Identify the key stages and timelines of the PP-26 election process.
- Describe the eligibility, electorate and voting process for the elected positions.
- Recognize the activities following the elections including swearing-in ceremony and transition to the office.
Final Assessment
The final assessment comprises a question bank of 20 questions. Each learner will be presented with 10 randomly selected questions and must achieve a minimum score of 80% to successfully complete the course.
