Description

This course helps policymakers understand the size and drivers of the mobile gender gap in low- and middle-income countries and provides insights and recommendations on how to improve digital inclusion for women.

The training is addressed only to regulators, government officials and policy makers in the telecommunications field.  

Kindly note this course is restricted to users who meet the following criterial:

None. Participants don’t require prior knowledge to take this course.

This course is open to:

  • Representatives from academia and international organisations working on regulatory or policy issues

Upon completion of this course, participants will be able to: 

  • Understand the issue and need urgent action: 
    • Define the factors impacting the mobile gender gap. 
  • Address the mobile gender gap:  
    • Explain how policies levers are available to bridge the mobile gender gap.  
    • Describe what the governments are doing to improve digital inclusion. 
  • Develop an action plan:
    • Develop an action plan for their own countries to reduce the mobile gender gap.  

The course will also include a synchronous instructor intervention post-self-study (1-hour Q&A session) following the completion of the self-study course. The content covered in the self-paced training course includes a presentation, case studies, self-study materials including GSMA annual reports on the mobile gender gap and the creation of an action plan two days after the final day of the course. 

The training will be assessed by the instructor with the creation of an action plan. The passing grade is 80% 

The criteria to assess your final project are as follows: 

  • Originality of thought: Does your final project reflect originality of thought? Does it include original ideas on a specific aspect of telecoms policy or regulation?
  • Quality of analysis: Have you analysed your chosen topic in-depth? Does your final project demonstrate independent analysis?
  • Thoroughness and clarity: Have you conveyed your arguments in a clear and compelling manner? Have you fully and successfully developed your original idea?
  • Data relevance and credibility: Does your final project contain gaps in the evidence presented? Does it contain references to credible sources for its facts and images?

The final project accounts for 100% of the final grade. A total score of 80% or higher is required to obtain the ITU certificate.  

Week 1 - Part 1: Understanding the Issue and the Need for Action

  • Define the gender gap in mobile access and use, and list the main factors causing it
  • Outline the top barriers preventing women from owning and using mobile phones in low- and middle-income countries (LMICs)
  • Analyse the socio-economic opportunity of addressing the mobile gender gap

Weeks 2–3 - Part 2: Addressing the Mobile Gender Gap

  • Understanding the Context
    • Explain why gender-disaggregated data is important to collect
    • Explore how gender-disaggregated data can be used to inform policy and strategy development
  • Integrating a Gender Perspective into Strategies, Policies, Plans and Budgets
    • Examine why strategies and policies that explicitly address women’s needs are essential
    • Discuss challenges associated with integrating a gender perspective
    • Compare examples of how governments have integrated a gender perspective
  • Detail Modalities of Addressing the Key Barriers
    • Affordability
    • Literacy and digital skills
    • Safety and security concerns

Week 4 - Part 3: Developing an Action Plan

  • Learn how to collaborate with GSMA
  • Reflect on potential actions

  • Ask the Expert Session 22 October 10:00-11:30 am (London Time)
    • Opportunity to ask questions about sessions 1 to 3
    • Participants will join after completing the self-paced course to discuss course content and their action plan

Weeks 4–5

  • Activity: Complete the Action Plan
    • The training will be assessed through the creation of an action plan
    • Passing grade required: 80%
  • Final Assignment (Deadline final project: 15 November)

Unless specified otherwise, all ITU Academy training courses are open to all interested professionals, irrespective of their race, ethnicity, age, gender, religion, economic status and other diverse backgrounds.
