Description
This online instructor-led training course is designed to provide a comprehensive understanding of how digital technologies can enable inclusive public service delivery and governance, and how to practically drive digital transformation in the public sector, leaving no one behind.
Through theoretical insights, practical examples from global as well as national initiatives and hands-on exercises, learners will explore strategies for implementing digital changes within their organization. They will also learn how the postal network can be effectively leveraged for digitally empowering even the harder-to-reach populations, including those in rural and underserved areas, women, MSMEs, or marginalized communities. This course also aims to equip learners with practical skills and knowledge to effectively lead and participate in digital transformation.
This training is intended for government officials and policymakers in ICT-related sectors who are keen on leveraging digital technologies to enhance service delivery, operational efficiency and governance within their institutions and communities.
The maximum number of participants is 50 people.
Members of the above-mentioned target population are invited to apply for the training if they meet the following criteria:
- Hold an undergraduate degree in a relevant field or have a minimum of three years of experience in the field of digital transformation if they do not hold a university degree.
- Possess a fluent level of English.
- Complete the application questionnaire and attach an up-to-date CV, a recommendation letter from their employer, or a motivation letter detailing their current involvement in a digital transformation project.
- Government officials and policymakers from developing countries, particularly women, are encouraged to apply.
Selection criteria:
- Selection will be conducted by the course organizers, who will consider the above entry requirements along with an analysis of the application questionnaire and the recommendation/motivation letter of each applicant.
Upon completion of this course, participants will be able to:
- Define digital transformation and distinguish it from digitization and digitalization.
- Identify opportunities and challenges in implementing digital transformation.
- Craft strategies which promote digital culture, empowerment of individuals and address resistance to digital initiatives.
- Promote digital transformation in their communities, based on the inclusion-by-design approach.
- Identify and promote the role of the postal network as a key enabler of inclusive digital transformation.
- The training will be designed based on adult learning principles, incorporating active learning methods, real-world case studies, and group discussions.
- The ITU Academy platform will be used for conducting both the synchronous (live sessions via Zoom) and asynchronous activities (assessments, and resource sharing for self-study).
- Instructors will act as facilitators, guiding participants through learning and providing personalized feedback.
- Weekly live lectures will be conducted on Monday and Wednesday from 14:00-16:00 GVA time. The training will be concluded on the last Friday of the training from 14:00-16:00 GVA time.
Participants in the course will be graded based on the following criteria:
- 4 end-of-day quizzes (20 points).
- Final Test (10 points).
- Weekly forum contribution (20 points).
- Group Assignment (50 points)

Total 100%
A total score of 70% or higher is required to obtain the ITU certificate.
Attendance of all sessions as well as active participation is required for certification.
