Description

The satellite landscape has changed dramatically in recent years, with approximately ten times more satellites in orbit today than a decade ago. In particular, the emergence of Low Earth Orbit (LEO) satellite constellations has created new opportunities to provide rural schools with low-latency broadband connectivity.  

These technological advances also present significant regulatory challenges. To enable satellite-based school connectivity, national regulators must navigate international frameworks, domestic licensing requirements, spectrum coordination, competition considerations, and security requirements.  

This Masterclass examines the regulatory frameworks, licensing approaches, and policy tools that governments and regulators can use when considering satellite solutions for rural school connectivity. It draws on practical experience from regulators in countries where satellite connectivity has been deployed, emerging international regulatory trends, and good practices from industry representatives.

This Masterclass is designed for regulators, spectrum managers, policymakers, government officials, and other stakeholders from countries engaged in Giga. 

Kindly note this course is restricted to users who meet the following criterial:

The Masterclass is free of charge and open to all participants. No prior knowledge is required, but participants may benefit from: 

  • Basic familiarity with satellite technologies and/or telecom regulation 
  • Professional experience in policy, management, technology, or regulatory roles 

After participating in this Masterclass, participants will be able to:  

  • Explain the main characteristics of Geostationary Earth orbit (GEO), Medium Earth orbit (MEO) and Low Earth orbit (LEO) satellite systems in the context of rural school connectivity 
  • Identify key regulatory challenges associated with licensing and operating LEO satellite services in national jurisdictions, with a focus on school connectivity   
  • Assess regulatory and policy approaches that can facilitate the use of satellite technologies for school connectivity.

This Masterclass will be delivered as a live online webinar combining expert presentations, country case studies, industry perspectives, and interactive participant engagement. Participants will examine practical regulatory challenges and consider approaches for enabling satellite connectivity for schools. 

Attendance and active participation in the live session are required to obtain the ITU Academy Masterclass badge.  

Upon completion, you will receive an ITU Academy badge recognizing that you have met the course requirements and achieved the learning outcomes

The Masterclass runs from 13:00 to 14:30 CEST (Central European Summer Time)

Session content: 

  • Opening remarks and framing by ITU facilitator (Ahmed Elraghy, ITU) 
  • Technology and regulatory overview: GEO, MEO, and LEO technologies, national regulatory frameworks for satellite connectivity, and applicability for providing meaningful connectivity to rural schools (Alexandre Vallet, ITU) 
  • Experiences from regulators in countries engaged in Giga 
  • Industry perspectives on the regulation of satellite connectivity (Peng Zhao, GSOA) 
  • Interactive discussion on country challenges and possible regulatory approaches 
  • Session conclusion and way forward

Unless specified otherwise, all ITU Academy training courses are open to all interested professionals, irrespective of their race, ethnicity, age, gender, religion, economic status and other diverse backgrounds. We strongly encourage registrations from female participants, and participants from developing countries. This includes least developed countries, small island developing states and landlocked developing countries.
