The Connectivity Planning Platform (CPP) is a data-driven tool that supports governments, regulators, operators, and partners with evidence-based decisions through integrated data, dynamic modelling, and actionable insights for broadband and last-mile planning. The platform evaluates technology options such as fibre, cellular, microwave, and satellite to identify the best ways to connect underserved and unserved areas.​​

To foster sustainable adoption and strong country ownership, CPP is supported by a comprehensive capacity-building component and the CPP Ambassador Programme. The recommended ITU Academy courses further equip practitioners working with CPP, or those seeking a deeper understanding of connectivity challenges and digital infrastructure gaps, enabling them to apply the platform’s insights with confidence and impact.
