Description

The SMTP is designed for individuals within ICT and telecommunications sectors who wish to enhance their knowledge and competence in the area of spectrum management. This includes engineers and managers working in telecommunications regulatory authorities, ICT service providers and other ICT stakeholders. Policy makers in ministries and government departments responsible for ICTs will also benefit from this programme. This module covers the overall context and objectives of spectrum management and its practical realization in a complex multi-layered structure of international, regional and national levels. It includes the role and functions of the different stakeholders, the legal framework underpinning all of the interactions and the role and operational principles of authorization processes (licensing) of radio services.

This training is targeted those who are entering the regulatory environment and are interacting with technologies as operators, developers or managers. It is targeted at those aiming to understand workings of various technologies with a view to developing a general overview of trends.

This may include professionals working in the telecommunications industry, lawyers, regulatory staff across all departments.

Besides that, other institutions and individuals that are dedicated to building their capacity related to new technologies are welcome to participate.

No prior knowledge or qualification in Spectrum Management is required, however it is important for participants to be working for a regulator, or in the ICT/Telecoms sector as a provider or consultant.

To analyze the overall context and objectives of spectrum management and its practical realization in a complex multi-layered structure of international, regional and national levels. It includes the role and functions of the different stakeholders, the legal framework underpinning all of the interactions and the role and operational principles of authorization processes (licensing) of radio services.

It is expected that upon completion of the training session, participants will be able to:

  • Describe how spectrum management has evolved over the years.
  • Characterize the structure and balance between national and international bodies in spectrum management.
  • List the key principles that underpin national and global spectrum management.
  • Analyze the overall context and objectives of SM and its practical realization in a complex multi-layered structure of international, regional and national levels.
  • Differentiate between the role and functions of the different stakeholders involved and the legal framework underpinning all of the interactions.
  • Explain the role and operational principles of authorization processes (licensing) of radio services.
  • Interpret the provisions of ITU Radio Regulations, ITU-R Recommendations and Reports.
  • Interpret and update the content of National Frequency Allocation Table e.g., as result of decisions taken at WRCs.
  • Organize the national process of new/revised spectrum allocation.
  • Instructor-Led online learning, live lectures on Monday and Wednesday from 1500 Hours to 1700 Hours EAT (GMT+3)

The evaluation is based on:

  • Participation in all 4 Forums (10%)
  • Quiz week 1 (10%)
  • Quiz week 2 (10%)
  • Quiz week 3 (10%)
  • Quiz week 4 (10%)
  • Written assignment (50%)

A total score higher than 70% is required to obtain the ITU certificate
