Description
The course explains the e-governance legal framework and its various components. The course introduces the e-governance general legal concept and the legal disciplines that form the basis of the e-governance legal framework. The course covers the e-governance juridical aspects and challenges (including ethical concerns) from national and international (including European Union (EU)) perspectives. A walkthrough of the most relevant e-governance legal acts, cases, and principles will be provided during the course. Moreover, as the digital transformation relies a lot on different technical standards and guidelines, the course provides an insight into the pre-juridical framework of e-governance.
The course is intended for policymakers, legal practitioners, and government officials who would like to understand the e-governance legal framework, its different layers, and how to overcome related challenges. A previous legal background is optional.
None. Participants don’t require prior knowledge to take this course.
Upon completion of this course, participants will be able to:
- Explain the general framework of e-governance and the most essential principles, both at the national and international (including EU) level;
- Use legal terminology related to the field of e-governance;
- Apply the legislation, cases, and standards related to e-governance;
- Analyze the existing legal environment and give the first assessment regarding the need to change it when introducing new e-government technologies.
The course sessions will primarily be online lecture-led presentations, with class discussions and reflection. Additionally, the course contains informational online material and small corresponding online activities through forum-based daily challenges. The final assignment will be a short e-governance legal environment analysis selected by the attendant based on the course material (template provided).
Completion of online daily forum challenges 20% (4 tasks = 20 points in total (5 points each challenge))
Attendance of classes: 20% (4 classes= 20 points in total (5 points each class))
Completion of legal environment analysis: 60% (1 analysis = 60 points)
Total number of points: 100
A total score higher than 70% is required to obtain the ITU certificate.

- Topics Covered: Overview of the legal and regulatory framework of e-governance, including pre-conditions, involved legal disciplines, and main legal challenges in regulating new technologies. Also covers analysis of future technology trends and directions in legislative processes.
- Key Learning Points: Participants will understand and be able to explain the main elements of the e-governance legal and regulatory framework.

April 16th: "International and European Union Regulatory Framework for e-Governance"
- Topics Covered: Connection between digital strategies and legislation, the EU legislative process, and an overview of relevant international and EU e-governance-related legal acts and principles.
- Key Learning Points: Participants will understand and be able to illustrate how digital strategies influence legislation and gain an overview of significant international and EU regulations related to e-governance.
- Training Activities Details: Lecture-based instruction, discussion, case studies, reflection, a forum-based challenge on the influence of strategies on technology legislation, and access to online materials.
- Forum Challenge #2: Should strategies influence technology legislation or not?

April 17th: "National Legislation and e-Governance"
- Topics Covered: National strategies and their relation to e-governance legislation at the national level, the four main building blocks of e-governance legislation, and their application in analyzing national legal practices.
- Key Learning Points: Participants will understand and be able to examine national strategies in relation to e-governance legislation and recognize the four main building blocks of e-governance legislation.
- Training Activities Details: Lecture-based instruction, discussion, case studies, reflection, a forum-based challenge on the need for legislation in e-governance, and access to online materials.
- Forum Challenge #3: Please give an example from the field of e-governance in your country where, in your opinion, there is a need for legislation.

April 18th: "Pre-juridical Framework and its Effect on e-Governance Legal Framework"
- Topics Covered: Characterization of the pre-juridical framework and its relation to e-governance legislation, different types of pre-juridical documents, and an overview of the most relevant documentation.
- Key Learning Points: Participants will understand and be able to characterize the pre-juridical framework and distinguish different types of pre-juridical documents.
- Training Activities Details: Lecture-based instruction, discussion, examples, reflection, a forum-based challenge on pre-juridical documentation used in practice, and access to online materials.
- Forum Challenge #4: What kind of pre-juridical documentation have you used in your practice?
- Final Assignment: Participants complete a comprehensive assignment encapsulating the course's learning outcomes.
