Description
This course draws upon expertise from both the International Telecommunication Union (ITU) Telecommunication Development Bureau (BDT) and Telecommunication Standardization Bureau (TSB). The participants will be provided a hands-on training on ITU’s ICT standardization activities focusing on AI, as part of the Bridging the Standardization Gap (BSG) and they will also be guided on ethical, legal, governance and privacy aspects of AI for telecommunications and ICT.
The course includes two online webinars on 19 and 26 August 2025, followed by an in-person workshop in Kuala Lumpur from 9 to 12 September 2025
Member States from the South and Southeast Asia region including Vietnam, Malaysia, Brunei, Indonesia, Timor Leste, Thailand, Cambodia, Mongolia, Laos, Pakistan and the Philippines, specifically: high-level stakeholders responsible for AI (i.e., government officials, bureaucrats and regulators and digital government project managers and techno-functional specialists); and execution level stakeholders, who can include accountable public service officials from various departments in the country including telecom and ICT.
Qualifications or experience needed to participate in this training course:
- Advanced degree or extensive practical experience in the fields of telecommunication regulation, standards development and AI technologies.
Selection criteria:
- One or two delegates per beneficiary country, as selected by the administration.

Upon completion of this course, participants will be able to:
- Incorporate artificial intelligence (AI) technologies within their national ICT strategies, focusing on ethics, risks, governance, regulatory and legal aspects.
- Actively engage in ICT standards development, particularly with regard to AI topic areas, and identify and apply relevant ITU-T standards in national frameworks and enabling ecosystems.
- Evaluate and assess the value of AI-related initiatives as the basis for national engagement in ITU activities.
The workshop will begin with two online webinars, describing the scope of the course, evaluating the current level of knowledge among participants, identifying specific topics for discussion, and setting self-study in advance of the F2F portion of the training. The online portion will be instructor-led initially, and participants will be encouraged to lead discussions.
During the F2F part of the workshop, participants will be introduced to new topics using a classroom/tutoring format, leading to discussions through case studies and role-playing sessions on ITU standardization activities, e.g., running a meeting, introducing Contributions, building consensus. High level segments will be led by guest speakers, followed by panel sessions and Q&As.
Participation in the F2F part of the workshop as well as an overall passing grade of 70% to the below activities is required to receive a Certificate of Completion. Interactive quizzes will be used for the standard-making components of the training, with acknowledgement of high scorers.
