ITU’s DTC partner is the country is the Rwanda Information Society Authority (RISA), which is based in Kigali and mandated to implement national ICT policies and programmes, strategies that expand the access and affordability of ICTs, and accelerate digital skills development as well as community development. RISA joined the Initiative in January 2020. Rwanda has 30 districts, each district has one Youth Empowerment for Global Opportunity (YEGO) centre, and two service access points, focused on training ICT trainers.
