The transition from analogue to digital technologies has been central to the evolution of the ICT sector in Africa over the past 20 years. In this regard, the switchover date of 17 June 2015 has been critical, not only for the broadcasting sector, but also for other economic sectors.This transition will have an impact on the skills sets required and the manner in which human resources development projects and activities are implemented by policy makers, regulators, operators and all stakeholders in the ICT sector. ITU is organizing this workshop to address topical issues that arise during and after this migration for the benefit of all member countries and, in particular for developing countries or economies in transition.
In this regard, the objective of this workshop is to enable participants to share human resources development experiences, constraints and challenges countries face as they move towards a digital economy. Thematic workshops will be organized to share best practices implemented by African countries.
This workshop, entitled: “The role of Human Resources in the migration to Digital Terrestrial Television Broadcasting (DTTB) and the development of digital economy” to be held in Grand Bassam, Côte d’Ivoire, from 14 to 18 September 2015. The workshop is kindly hosted by the Autorité de Régulation des Télécommunications de la Côte d’Ivoire (ARTICI).
Target Group
The workshop is aimed at senior managers and staff dealing with policy and strategy formulation within ministries, telecom operators, regulators and service providers. It will interest in particular the human resources managers and those working in training institutes and academies in the telecommunications and ICT sector. The workshop will be delivered in English and French with simultaneous interpretation.

Call for papers
This workshop will be delivered in the form of presentations, discussions and case studies on best practices documented on the digital economy. Delegates are encouraged to participate actively in the workshop by sharing experiences and best practices and to present their contributions, based on the various subject items proposed in the draft programme, by completing the attached call for papers (Annex 1) and submitting it by 24 August 2015 by e-mail to the attention of Mrs Oumou NIANG, (oumou.niang@itu.int) with a copy to Mr. Mike Nxele (mike.nxele@itu.int).
