Five years into the DTC Initiative, measuring the impact of training interventions remains a challenge for DTCs due to high assessment costs and the lack of standardized tools. In response, the International Telecommunication Union (ITU) is supporting DTCs to implement a scalable, adaptable, and low-cost impact assessment methodology designed to address these barriers. This new framework includes a concise set of indicators and relies on free and easy-to-manage survey tools. The assessment is designed to be implemented six to twelve months after the completion of a training activity and can be easily incorporated into existing processes and workflows, which makes it scalable and replicable across all DTCs. 

From April to May 2025, the DTCI impact assessment tool was piloted with the Uganda Institute for Information and Communications Technology (UICT), the DTC in Uganda. Three more DTCs (Rwanda, Senegal and Sierra Leone) were subsequently selected to receive support from ITU in conducting a similar exercise. These DTCs are now at various stages of their impact assessment activities, which begin with baseline data collection from the training participants. ITU plans to refine the tools based on feedback from these pilots and share a final version of the concept, methodology (the how-to), and questionnaire with all DTCs to support consistent and effective post-training impact assessment.
