Description

This course will cover an in-depth understanding of theories, tools and practices involved in spectrum management strategic planning and policy developments that are aligned with forward-looking analytical spectrum management approaches enabling wireless innovation. 

This training is targeted at ICT regulators, government organizations, telecommunications and broadcasting companies, internet service providers, and academia, who are aiming to understand the aspects of spectrum management, focusing on spectrum strategic planning and policy developments in wireless innovations. 

This may include professionals working in the telecommunications industry, engineers, economists, lawyers, and regulatory staff across all departments. 

Besides that, other institutions and individuals that are dedicated to building their capacity related to radio spectrum strategic planning and policy developments that are aligned with forward-looking analytical spectrum management approaches enabling wireless innovation using new technologies are welcome to participate. 

Participants are expected to have completed the introductory course in Spectrum Management or have a basic understanding of Spectrum Management. 

Upon completion of this course, participants will be able to:  

  • Describe the international policy setting institutional framework and national variations. 
  • Describe the theoretical foundations for modern spectrum policy. 
  • Describe the major spectrum management planning and policy-making practices and processes. 
  • Describe the principles and objectives associated with spectrum management in the 21st century. 
  • Analyse the policies associated with how Spectrum is currently allocated and used. 
  • Analyse the fundamental role spectrum planning has in determining current and future use of spectrum 
  • the key policy initiatives associated with wireless innovation. 
  • Interpret SM policy issues connected with promoting innovation in spectrum utilization. 
  • Differentiate amongst various strategic planning and demand forecasting tools for spectrum management. 
  • Analyse the circumstances where each or a combination of these tools might be most appropriate. 
  • Use of knowledge communicated during the course. 
  • Analyse spectrum planning tools to suit different requirements and situations. 

 

This course will be delivered using Instructor-led online learning. The course is delivered using PowerPoint slides posted on the course page and selected reference materials that the participants have to study each week, participate in scheduled activities and undertake self-assessments. Students will reinforce their understanding of the topics studied by drawing on their specific environments and are encouraged to consult with experienced colleagues who are working on a relevant topic. The following methods will be used for this course 

  • Self-study of Presentations and reference materials 
  • Live lectures and discussion through ZOOM every Monday and Wednesday from 15:00 Hours to 17:00 Hours (GMT+3).
  • Interactive chat sessions and forum discussions  
  • Quizzes and  
  • End of course Assignment 

The course has 4 types of assessments 

  • Quizzes - 30% 
  • Weekly forum participation - 12% (There are 4 forums)  
  • Case studies (Case Study 1 & 2) - 18% and  
  • End of course Assignment - 40% 

A total score higher than 70% is required to obtain the ITU certificate.

Assignment submission on Friday.
