The report "Reviewing Global Internet Governance Capacity Development and Identifying Opportunities for Collaboration" was commissioned by ITU with the objective to explore the global Internet governance ecosystem and identify the main programmes, activities and players involved in capacity building and training in this field. The report provides a comprehensive overview of the core topics related to Internet governance, assesses a large number of existing capacity development programmes at global and regional levels, and identifies gaps that need to be addressed in future work in the development of capacities in Internet governance.

Based on its main findings, the report makes a number of recommendations addressed to ITU and other stakeholders for future work in the field of capacity development, leveraging on and complementing the already available material and competencies.

A key guiding principle in the preparation of the report was the furtherance of the multi-stakeholder approach which has become the accepted feature of the Internet governance discourse. It is the hope of ITU that this report will lead to the forging of partnerships for capacity building in Internet governance with various stakeholders, in particular academic institutions, who may wish to offer this as an academic discipline.
