Objective: Overview and explanation of the scope of the Wireless Broadband (WBB) masterplan and eco-system
1000-1030: Session 2: Wireless broadband – global and regional context
Objective: To provide an overview of trends in wireless broadband deployment, including technology, spectrum policy and regulation.
1100-1230: Session 3: Policy and Regulatory framework
Objective: To provide an overview of typical policy & regulatory structures for wireless broadband, including spectrum allocation and licensing, access, interconnection and universal service obligations.
Session 4: ITU activities and Recommendations on BWA
Objective: To provide an overview of ITU activities and Recommendations pertaining to Broadband Wireless Access (BWA).
1600-1700: Session 5: Spectrum management practices and planning
Objective: To explain the process for identifying a country’s spectrum requirements and to provide an overview of best practice for spectrum management in the wireless broadband context including Digital Dividend.

Objective: To explain the different methods of providing backhaul capacity, including wireless and Wi-Fi offloading and the deployment of femtocells

Objective: To explain the applications of IMT Advanced technologies and its importance for the provision of wireless broadband including public safety.

Objective: To explain the process for developing achievable wireless broadband targets to maximize coverage and penetration, as well as the adoption and implementation of a policy roadmap.

Objective: Detail the most effective Regulatory Tools for Wireless Broadband Deployment including legislation, regulations, codes of practice and other instruments, and self-regulation. To explain the principles of effective regulation, including technology neutrality, competition and efficiency.
